I don’t think you can. It may be an infection (I just got over one myself) and then you’d need an antibiotic – not over-the-counter stuff.

Blow your nose a lot, If its so stuffy you CAN’T blow it, my grandma taught me a trick. Steam! you can boil just water, put a dish towel over your head and put your face near the pan and inhale through your nose and mouth. It works wonders.
If its not quite enough, put a jar of Vicks vapor rub in the pan before you boil it. This will definetly clar you out.

Heard of nose irrigation? Special irrigation bowls with long neck is available at pharmacies. Use special pharma grade salt – do irrigation twice a day.
Technique: Water through one nostril while it drains from the other. Repeat. Then do the other side. Repeat.
This method, if done for about 20 days, it will completely get rid of any infection. Note, there is no medication. You are just using common salt.
Another method is to use vicks vaporizer. There are several types of vicks available but you should buy the one that says vaporizer and common cold medicine.
It has camphor. Use it sparingly. It will help to clear up.
I think you are suffering from some form of allergy. Usually it is milk or grass. Try to stay away from milk, milk products such as cheese and no cream in your coffee. Do this for a week. You should see some improvement. Otherwise you have to evaluate what causes the allergy by visiting an allergy clinic.
First step first: Irrigation. Then Vicks. Then allergy treatment. Try that.

Nightrider is on the right track!
It’s called a Medi-pot, and it looks like a tiny teapot. It’s sold with salt to make a warm saline solution. Don’t lift your head while you pour, salt water tastes yucky. For all day on the go try Ocean (or generic) it’s also just saline, cheap, no fog, works well!
Feel better soon.
